Locatied in Final Rush, this upgrade allows Sonic to summon a flute of light and play three notes, which serve as the password for activating small shrines reminiscent of the Mystic Ruins from Sonic Adventure 1. Concealed in the center of a group of metal crates arranged in a U, the Flame Ring will be sitting right there, ready to clip in front of the handcuffs if you ever go back to the opening cutscene. Turn around and go right, then use the spring there to bounce up. Once you leave the second vaccuum tube, run along the ceiling and hit the Gravity Switch. No idea how spontaneously igniting gives Sonic's roll any more destructive capability, but whatever.
